We believe these are made of tin with a brass plating. They feel heavy.  Looks like a little gold wreath, and it has flat areas that you can wrap with ribbon to add more color. Measures about 1-5/8″ across, and the center opening is about 7/8″ wide. These are old stock, recovered from a closed factory; expect some grime and stains on them. DEC-775
